1399. CONSTRUCTION OF A ROAD.
Hon. M. Monyolo (PR): To ask the Minister of Local Government and Chieftainship, if he is aware of the need for a road to serve all the villages from Korosong ea Nokong, through the villages of Futhong, Mokhachane, Makhobalo and Ha-Potjo to Komakoma/Ntina; and if so, how soon the Minister will intervene.
1400. NEED FOR A FOOT-BRIDGE.
Hon. M. Monyolo (PR): To ask the Minister of Public Works, if he is aware of the need to build a foot-bridge over the Phuthiatsana River, between the villages of Nkoeng and Mapoteng, to serve the people of the villages of Komakoma, Mokhachane, ’Manthopo and Hlokoa le Monate in ’Makhoroana Constituency; and if so, how soon the Minister will intervene.
1401. NEED FOR CELL-PHONE TOWERS.
Hon. M. Monyolo (PR): To ask the Minister of Communications, Science and Technology, if he is aware of need for cell-phone towers in the villages of Ha-Ramaema, Ha-Rachere and Jomane, Futhong in ’Makhoroana Constituency; and if so, how soon the Minister will intervene.
1402. UNPAID CONSTRUCTION COMPANY.
Hon. M. Mahapa (Tele): To ask the Minister of Agriculture and Food Security, if he is aware that a Construction Company by the name of “Mokhameleli’s Construction” was engaged to do work on the Ministry’s buildings at Mphaki in 2013 and again in 2019 at Upper Moyeni but to-date the company has not been paid the total sum of M165, 185.89 owed to them; and if so, how soon payments will be effected and finalised.
1403. VILLAGES WITHOUT WATER.
Hon. M. Mahapa (Tele): To ask the Minister of Water, if he is aware that the villages of Koti-Sephola, Mahlelehlele, Mabitseng, Meriting and Khatleng have been without potable water since the mechanism which pumped water to the villages broke down; and if so, how soon a replacement pump will be provided.
1404. ELECTRIFICATION OF VILLAGES.
Hon. M. Mahapa (Tele): To ask the Minister of Energy and Meteorology, if he is aware that parts of the villages of Ha-Mototane and Ha-Lekete were overlooked when electricity was being provided to the villages of Paballong and Ha-Mototane; and if so, how soon the two villages will be provided with electricity.
1405. PROSECUTION OF LIPOLELO THABANE’S MURDERERS.
Hon. M. Senauoane (Thaba-Tseka): To ask the Minister of Justice and Law, to say how soon suspects in the murder of Lipolelo Thabane will be brought before the Courts of Law; and also when Former Prime Minister Dr. Motsoahae Thabane will appear before the Courts as a witness as he is no longer a Prime Minister.
1406. INFORMATION REGARDING PROSECUTOR.
Hon. M. Senauoane (Thaba-Tseka): To ask the Minister of Justice and Law, to shed some light on the following regarding Prosecutor Shaun Abrahams:
(i) his remuneration package,
(ii) the number of cases he has prosecuted in Courts of Law; and
(iii) the total number of cases he has been engaged to prosecute.
1407. AD-HOC COMMITTEE ON COVID-19.
Hon. T. Aumane (Semena): To ask the Minister of Parliamentary Affairs, to say how soon an Ad-Hoc Parliamentary Committee shall be established to oversee government interventions on Covid-19, as well as Parliament’s contribution in the fight against Covid-19.
1408. PAYMENT OF LAB TECHNICIANS.
Hon. T. Aumane (Semena): To ask the Minister of Health, to say how soon Laboratory technicians and other staff engaged to fight Covid-19 allocated to district shall receive their payments.
1409. REHABILITATION OF ROADS.
Hon. M. P. Raphoto (Sebapala): To ask the Minister of Local Government and Chieftainship, if he is aware that the following roads have been rendered unusable due to heavy rains:
(i) Ha-Maqalo to Ha-Masiu
(ii) Thamblock to Tsatsane,
(iii) Sebapala to Ha-Mosifa,
(iv) Ntho to Photha-Photha;
and if so, how soon the roads will be repaired.
1410. SHORTAGE OF BIRTH CERTIFICATE FORMS.
Hon. M. Hlalele (Thaba-Phechela): To ask the Minister of Home Affairs, if he is aware of the low number of birth certificate forms provided to the Ministry’s workers at Metsi Maholo Community Council, where each of the eleven (11) workers are only given ten (10) forms per week to serve the public with; and if so, how soon more forms will be provided to make the Ministry’s efforts in the area more productive.
1411. RESUMPTION OF GRAVEL ROAD CONSTRUCTION.
Hon. M. Phohleli (PR): To ask the Minister of Local Government and Chieftainship, if he is aware that construction work on the Malelu to Malimong gravel road in Rothe Constituency has halted, and the machinery has been removed from the project leaving the people in the area still without a road; and if so, how soon construction will resume as people in the area still have to transport their deceased on stretchers.
1412. ELECTRIFICATION OF VILLAGES.
Hon. L. Hlalele (PR): To ask the Minister of Energy and Meteorology, if he is aware of the need to provide electricity to the following villages which have each formed electrification schemes, some of which have contributed over M100,000:
(i) Tšaba-Lira
(ii) Ha-Chaka
(iii) Ha-Leshoele
(iv) Ha-Matsoete and
(v) Lenyakoane;
and if so, how soon electricity will be provided.
1413. PROVISION OF ELECTRICITY.
Hon. N. Moakhi (Maliba-Matšo): To ask the Minister of Energy and Meteorology, to say how soon the villages of Botsola (Ha-Kostabole) and Lehlakaneng, Bokong will be provided with electricity as they remain the only two villages in the area without electricity.
1414. DELAYED JUSTICE IN A MURDER CASE.
Hon. T. Kholumo (Qalo): To ask the Minister of Police and Public Safety, if he is aware that Jampolo Morake of Ha-Selomo in the Qalo Constituency was mercilessly murdered by known people who have not been arrested; and if the Minister is aware, how soon he will intervene to avoid more killings in this village and to aid justice.
1415. RELEASE OF DETAINED SOLDERS IN SOUTH AFRICA.
Hon. T. Tšita-Mosena (PR): To ask the Minister of Defence and National Security, to shed some light to this Honourable House on the developments regarding the detained Basotho soldiers who were apprehended while on duty during Covid-19 lockdown and indicate how soon they will be released and be returned back to Lesotho; and to also indicate to this House the concrete steps that have been taken.
1416. PLIGHT OF ’MAMOSA MAKHAPHA.
Hon. N. Moakhi (Maliba-Matšo): To ask the Minister of Gender and Youth, Sports and Recreation, if she is aware of the potentially lethal danger ’Mamosa Makhapha of Mathokoane, Ha-Tšiu in Lepereng and her family have been placed in due to the large pool of water which was dug in close proximity to her home in preparation for the failed continental youth games; and if so, how soon the Minister will intervene as ’Mamosa Makhapha and her family face the following problems since the pool of water was left unattended:
(i) when the pool fills up with water it overflows into ’Mamosa Makhapha’s house; and the children run the risk of falling into the dam or getting drowned in their sleep by the overflowing water;
(ii) the walls of her house are tearing apart due to the constant barrage of water; and
(iii) her vegetable garden yard and front yard have all been damaged by the water.
1417. HASSLES BORNE BY TEACHERS REGARDING THEIR TERMINAL BENEFITS.
Hon. N. Moakhi (Maliba-Matšo): To ask the Minister of Education and Training, to shed some light on the following regarding the maltreatment of teachers in relation to their terminal benefits:
(i) reasons that teachers going on retirement are required to submit a whole bunch of documents which they submitted upon getting hired;
(ii) reasons that deceased teachers’ spouses and beneficiaries are requested to submit educational qualifications/certificates of the deceased which they might not even have information on; and
(iii) the time when teachers’ files at the TSD will be organised in such a way that people are not required to submit the same documents over and over.
1418. INFORMATION REGARDING TŠALITLAMA HORTICULTURAL PROJECT.
Hon. T. P. Tšolo (Mafeteng): To ask the Minister of Agriculture and Food Security, to shed some light on the Ministry’s plan regarding the site that borders Tšalitlama dam, which is a prime site for horticultural activities which has the potential to alleviate poverty and hunger if targeted production activities are achieved as for a very long time now there have been allegation at one time or another that this or that person has been awarded the tender to produce fruits and vegetables on the site and yet to-date there are no production operations.
1419. UNFAIR BUSINESS AND TRADING COMPETITION.
Hon. T. P. Tšolo (Mafeteng): To ask the Minister of Tourism, Environment and Culture, to shed some light to this Honourable House regarding the sale of liquor by Chinese nationals in Lesotho as this often appear to be unfair competition which compromises Basotho nationals who are liquor traders; with the expected long-term consequences of this situation potentially being the closing up of Basotho liquor businesses, which would further aggravate the unemployment problem in the country.
1420. PROPOSAL OF OPERATION TŠOLLA-KOARI.
Hon. T. P. Tšolo (Mafeteng): To ask the Minister of Local Government and Chieftainship, if he is aware of the extensive damage on the roads leading to villages in Mafeteng Constituency; and if the Minister is aware, can he
say whether a special arrangement may not be made under the operation title “Operation Tšolla Koari”, which would allow individual members of the community to aid by depositing crushed rock into the damaged parts of the road while awaiting official construction by road machinery (Lithakali); as well as the Road Fund and the World Bank to build tarmac roads.
1421. FURNITURE PROBLEMS AT LIPHAKOENG LECSA PRIMARY SCHOOL.
Hon. T. G. Manyooko (Hololo): To ask the Minister of Education and Training, if she is aware of the school furniture problems faced by Liphakoeng LECSA Primary School (Reg. No. 121010) where this situation prevails:
(i) in Grade 2 there are only 11 desks for 25 students;
(ii) in Grade 3, 12 desks for 27 students;
(iii) in Grade 4 there are 19 students and no desks;
(iv) in Grade 5 only 1 desk for 22 students;
(v) in Grade 6 there are 32 students and no desks;
(vi) in Grade 7, 30 students, no desks; and also
(vii) there is a need for 4 tables and 7 chairs for teachers;
and if the Minister is aware, how soon the necessary furniture will be provided to aid in the education of the students and to comply with Covid-19 social distancing rules.
1422. REBUILDING OF LINARE STADIUM.
Hon. M. P. Hlao (PR): To ask the Minister of Gender and Youth, Sports and Recreation, to say how soon Linare Stadium in Hlotse will be upgraded and improved to at least be in the same standard as the sports stadium in Maputsoe, as it has been over thirty (30) years since it has been used as the
main sporting stadium; and to also have the stadium upgraded to a conducive home ground for Linare Football Team which currently has to travel to Maputsoe for training sessions and to host their home games.
1423. HALTED ELECTRIFICATION PROJECT.
Hon. L. Hlalele (PR): To ask the Minister of Energy and Meteorology, if he is aware that the electrification Project in the village of Ha-Mpopo was halted unfinished; and that some of the materials that were being used have been moved to a new location while other materials remain; and if so, how soon the project will proceed as the contractor engaged for electrification of the village claims that he has ceased to work because he has not been paid.
1424. NEED FOR POLICE VEHICLES.
Hon. T. Lerafa (Motete): To ask the Minister of Police and Public Safety, if he is aware of the imperative need to provide vehicles to the police in Botha-Bothe Constituency where there is only one police car to police the whole district; and if so, how soon vehicles will be provided, for example at Kao which is a rural police post which is, however, managed at the urban police station of ’Muela.
1425. NEED TO COMPEL CONSTRUCTION COMPANY TO SETTLE UP.
Hon. T. Lerafa (Motete): To ask the Minister of Education and Training, if she is aware that a construction company by the name of Letsema Construction, which was engaged for the construction of the school at Moeling from 2019 to 2020, left without completing due payments to workers and also without paying for the equipment they had leased from community members; and also that the school buildings remain unused as they failed structural tests and were declared unsafe until the problems have been fixed; and if so, how soon the construction company will be compelled to go back to fix their mistakes and settle their debts.
1426 ELECTRIFICATION OF LIPHAKOENG VILLAGE.
Hon. T. G. Manyooko (Hololo): To ask the Minister of Energy and Meteorology, if he is aware of the following:
(i) that the electrification project in Liphakoeng village is progressing at an extremely low pace; and
(ii) that prior to the Ministry taking over the electrification of the village, the community had taken it upon themselves to bring electricity to the village;
and if so, how soon the Minister will intervene to ensure that the Liphakoeng community is expediently provided with electricity; and also say whether the community will be reimbursed for the costs they incurred; and what will happen with the LEC equipment, consisting of poles and wires, which remain unused.
1427. PROVISION OF WATER: ROMA, NYAKOSOBA.
Hon. M. M. N. Moremoholo (PR): To ask the Minister of Water, if he is aware of the long standing lack of water in the village of Roma, Nyakosoba where there is a transformer that can be used to pump water to the villages in the area; and if so, how soon the Minister will intervene as running water is essential in the current Covid-19 climate.
1428. PROVISION OF POTABLE WATER.
Hon. M. M. N. Moremoholo (PR): To ask the Minister of Water, if he is aware of the need to provide potable water to the village of Kotopo in
Matlakeng Constituency where the community draws water from a source in a donga which is shared with animals; and if so, how soon the Minister will intervene as the people run the risk of contracting a number of communicable diseases.
1429. CONSTRUCTION OF SPEED HUMPS ON MAIN NORTH ONE ROAD.
Hon. P. N. Ntshihlele (PR): To ask the Minister of Public Works, if he is aware that the people of the villges of Tsikoane and Matukeng in Tsikoane Constituency have taken to moulding illegal speed humps on the main North One Road and this adversely impacts the regular flow of traffic; and if so, how soon proper speed humps will be constructed, pursuant to regular promises made by the Ministry, as the people persists in constructing these makeshift speed humps as a result of frequent lethal accidents on the road.
1430. ELECTRIFICATION OF SCHOOLS AND CLINICS.
Hon. M. Hlalele (Thaba-Phechela): To ask the Minister of Energy and Meteorology, to say how soon electrification of schools and health centres will begin in Thaba-Phechela Constituency as promised.
1431. NEED TO REPAIR DAMAGED BRIDGE.
Hon. M. Hlalele (Thaba-Phechela): To ask the Minister of Public Works, if he is aware of the damage rendered on the bridge on the road from Matlapaneng, Ha-Mantilane to Bongalla; and if so, how soon he will intervene.
1432. NEED TO EMPLOY A BEWYS WRITER.
Hon. M. A. ’Muso (Ketane): To ask the Minister of Local Government and Chieftainship, if he is aware that the bewys writer in the village of Seroto in Ketane Constituency is a volunteer; and if so, how soon the Ministry will employ an official bewys writer.
1433. REPAIR OF WOOLSHED ROOFING.
Hon. M. A. ’Muso (Ketane): To ask the Minister of Agriculture and Food Security, if he is aware that the woolshed at Bolatella has a leaking roof, and that the water spoils the stored wool and mohair; and if so, how soon he will intervene.
1434. PROVISION OF BASKETS AND PACKING BOXES TO WOOL SHED.
Hon. M. A. ’Muso (Ketane): To ask the Minister of Agriculture and Food Security, if he is aware of the need to provide baskets and packing boxes to Bolatella woolshed in Ketane Constituency; and if so, how soon he will intervene.
1435. NEED FOR ECONET CELL PHONE TOWER.
Hon. K. Moroeng (Mekaling): To ask the Minister of Communications, Science and Technology, if he is aware of the necessity to install Econet cell-phone towers in the villages of Ha-Mohlanka, Litenteng, Thabaneng, Motse-Mocha, Ha-Nkhetheleng and Meriting which are completely without cellphone reception even though serious crimes including theft, rape and homicide are rife in the area; and if the Minister is aware, how soon he will intervene to enable citizens to report crimes timeously.
1436. UNPAID PENSION.
Hon. T. Kholumo (Qalo): To ask the Minister of Finance, if he is aware that multitudes of elderly people in different areas of the country are returned at pay points without receiving their pension money and this traumatizes and stresses them to the extent that it shortens their life expectancy; and if the Minister is aware, how soon he will intervene before the country loses more elderly people.
1437. DELAYED PENSION PAYMENT.
Hon. T. Kholumo (Qalo): To ask the Minister of Finance, if he is aware that Nkhono ’Matšele Motšoene (ID No. 021215241422) and Ntate Moholo Tsikitlane Ntlamelle (ID No. 001129227334) and Nkhono Anna ’Mantoi Jeremane of at Ha-Leboea in the Qalo Constituency, did not receive their pension money last month (April, 2021); and if the Minister is aware, how soon he will intervene.
