Report of the HIV and AIDS Committee on the Safety of Covid-19 Vaccine for the People Living with HIV and AIDS.

3. QUESTIONS:

1375. REHABILITATION OF A ROAD.

Hon. K. Rantšo (PR): To ask the Minister of Local Government and Chieftainship, to say how soon the Masooe III road which the residents unsuccessfully attempted to rehabilitate themselves will be repaired in accordance with the promise made by Lesotho Housing and Land Development Corporation.

1376. CONSTRUCTION OF ROADS AND A BRIDGE.

Hon. K. Rantšo (PR): To ask the Minister of Local Government and Chieftainship, if he is aware of the need for a road from Mofumahali oa Rosari to Ha-Mooko and Ha-Raporong; as well as a road and a bridge on the way from Lithotseleng to Ha-Raubi; and if so, how soon he will intervene.

1377. URGENT NEED FOR A FOOT-BRIDGE.

Hon. K. Rantšo (PR): To ask the Minister of Public Works, if he is aware of the imperative necessity of a foot-bridge on the road from Ha-Pii to the school at Ha-Majoale where there has recently been fatal drowning incidents including those of a new mother and her baby as well as an expectant woman and children; and if so, how soon he will intervene.

1378. NEED TO RE-BUILD BADLY CONSTRUCTED BRIDGE.

Hon. T. Ntsibolane (PR): To ask the Minister of Public Works, if he is aware of the need to re-build the bridge at Stumberg, Sekakeng on the road from Sixondo to Mphojoa which is built so low that when the river floods water washes over the bridge and erodes the banks of the river; and that the water spills over to the houses in the vicinity, with an example being one ’Makeketso Chaoana whose house gets so flooded with over-spill that she cannot stay in it; and if so, how soon the Minister will intervene.

1379. APPREHENSION OF MURDER SUSPECTS.

Hon. T. Ntsibolane (PR): To ask the Minister of Police and Public Safety, if he is aware that one Mthuthuzeli Mateisi of Ntozemnandi in Quthing District was stabbed to death at Lower Moyeni, Quthing in 2019 but to-date the killers have not been brought to justice; and if so, how soon justice will be awarded to the family of the deceased.

1380. NEED TO APPREHEND MURDER SUSPECTS.

Hon. T. Ntsibolane (PR): To ask the Minister of Police and Public Safety, if he is aware that one Lehlohonolo Marou of Tšoeneng, Masitise, in Quthing District was beaten to death in 2019; and that to-date no suspects have been arrested and brought before the Courts of Law; and if so, how soon the Minister will intervene and ensure that justice is awarded to the family of the deceased.

1381. PREVAILING PROBLEMS ON LELOALENG ROAD QUTHING.

Hon. M. Mahapa (Tele): To ask the Minister of Local Government and Chieftainship, if he is aware that the branches of overgrown trees hang over on to the road leading to Leloaleng Technical School impeding the smooth flow of traffic, and that earth and rocks have dislodged from the overhanging cliffs, further adding to the impediment of traffic; and if so, how soon the situation will be addressed.

1382. UPGRADING OF LRA SERVICES AT TELE BORDER GATE.

Hon. M. Mahapa (Tele): To ask the Minister of Finance, if he is aware of the need to upgrade LRA services at the Tele Bridge by providing automated system to enable declaration of goods worth more than M5, 000 as currently traders have to use the Van-Royen’s Border gate, which greatly inconveniences the people from Quthing and Mohale’s Hoek districts; and if so, how soon the Minister will intervene.

1383. WATER PROBLEM PREVAILING AT HA-SOOLE.

Hon. M. Maqelepo (Berea): To ask the Minister of Water, if he is aware that a water system was installed in the village of Ha-Soole, Mokhethoaneng but to-date the system has not been functional and the community remains without potable water; and if so, can the Minister disclose the contractor who was engaged for this project; how much he was paid, the identity of the person(s) responsible for awarding the contract, and how soon this issue will be resolved and the community be provided with Water.

1384. PROVISION OF WATER TO HA-SEPINARE, SEKAMANENG.

Hon. M. Maqelepo (Berea): To ask the Minister of Water, if he is aware that during the previous Minister’s tenure in office, the Ministry inaugurated the installation of a water provision network in the village of Sekamaneng, Ha-Sepinare in conjunction with WASCO, and that the necessary equipment was brought to the area; and if so, can the Minister say how soon the project will begin as it has been over a year since it was initiated.

1385. REPLACEMENT OF COAT OF ARMS ON VEHICLE REGISTRATION PLATES.

Hon. T. Tšita-Mosena (PR): To ask the Minister of Transport, to shed some light to this Honourable House in relation to the Cabinet decision to replace the Coat of Arms on vehicle registration plates:

(i) whether having raised the fees from M60.00 to M400.00; car owners are expected to pay the full M400.00 on replacement;

(ii) the reasons for changing to the Coat of Arms in the first place;

(iii) if ever payment is expected in full, whether there is consideration to have them replaced upon expiry; and

(iv) the value amounts/awarded on the previous contract to the plates with the Coat of Arms.

1386. ASSESSMENT OF RENTAL PAYMENTS BY GOVERNMENT.

Hon. T. Tšita-Mosena (PR): To ask the Minister of Finance, to shed some light to this Honourable House on the following regarding rented Government properties:

(i) the amount of rental fees paid to all Government properties in 2019/2020;

(ii) rental fees paid by all Government Ministries in 2019/2020;

(iii) unoccupied Government buildings and the value of rent potentially lost due to non-occupation in 2019/2020;

(iv) rental fees paid by Government to private properties in 2019/2020; and

(v) anticipated cost of refurbishment of Government properties.

1387. BADLY DAMAGED BRIDGE.

Hon. M. HLalele (Thaba-Phechela): To ask the Minister of Public Works, if he is aware that the bridge over Tšakholo River, between the villages of Bongalla and Matlapaneng is badly damaged; and if so, how soon the bridge will be repaired.

1388. UNPAID TERMINAL BENEFITS.

Hon. M. HLalele (Thaba-Phechela): To ask the Minister of Education and Training, if she is aware that ’Masechaba Josephine Maja (Emp. No. 0035169/PR61467) who worked at Rabeleng Primary School, and retired in December 2019, has to-date not received her terminal benefits; and if so, how soon the Minister will intervene.

1389. INFORMATION REGARDING GRANTS MEANT FOR SMALL BUSINESS PEOPLE (BAITŠUKULI).

Hon. K. Mokhethi (’Maletsunyane): To ask the Minister of Small Business Development, Cooperatives and Marketing, if he is aware that a large number of small business operators (Baitšukuli) in the area of ’Maletsunyane did not receive the M500.00 grants which were pledged by the Government as social assistance during the lockdown periods brought on by the Covid-19 pandemic; and if so, can the Minister say how soon the people who did not get the grants will receive them, and also enlighten this Honourable House on the number of people who have to-date received the grants countrywide; the number of those yet to receive them; and the total number of eligible recipients countrywide.

1390. ADMINISTRATIVE DUALITY OF TWO VILLAGES.

Hon. T. Lerafa (Motete): To ask the Minister of Local Government and Chieftainship, if he is aware of the administrative duality pertaining to the villages of Perekising and Ha-Matsoete which on the one hand fall under the wardship of the Chief of Ha-Mahlekefane, and on the other are registered, in regard to local government administration, under the Ha[1]Tlholo Local Council with the Ha-Tlholo Chief as the administrative ward; and if so, how soon this duality will be resolved as it affects the efficiency of service provision and development issues of the two villages.

1391. RENOVATION OF MOFOKA LOCAL COURT.

Hon. T. Litjobo (PR): To ask the Minister of Justice and Law, if he is aware of the need to renovate the buildings of Ha-Mofoka Local Court which are so badly damaged that they place the people who work in them in danger; and if so, how soon the Minister will intervene.

1392. REMOVAL OF EARTH-MOVING EQUIPMENT FROM MALELU TO MALIMONG ROAD.

Hon. M. Phohleli (PR): To ask the Minister of Local Government and Chieftainship, if he is aware that repairs on the gravel road from Malelu to Malimong have halted, and that the earth-moving equipment which had been deployed on the road has been removed; and if so, how soon repairs on the road will resume for the benefit of the people of Ha-Rantulela and Ha-Sankoe, as well as all the villages to Ha-Leboea.

1393. INFORMATION REGARDING ACQUISITION OF COVID-19 VACCINE.

Hon. M. Nkhase (Pela-Tšoeu): To ask the Minister of Health, to shed some light to this Honourable House on the following:

(i) the total number of people who have been vaccinated;

(ii) the percentage of (i) above in relation to the total number of people who qualify for the vaccine;

(iii) what the conditions or expectations are regarding Lesotho business persons (Sesiu) who are apparently ready to buy part of the necessary vaccines as a contribution to the people of Lesotho; and

(iv) the manner in which the Government has or will assist these business people.

1394. INFORMATION REGARDING COVID-19 IN LESOTHO.

Hon. M. Nkhase (Pela-Tšoeu): To ask the Minister of Health, to shed some light to this Honourable House on the following:

(i) the Covid-19 variant that is currently prevalent in Lesotho;

(ii) the appropriate best vaccine for the variant in (i) above;

(iii) whether the Minister can verify through scientific references that the vaccine being provided to Lesotho is indeed the most suitable for the Covid-19 variant in Lesotho.

1395. NEED TO ADDRESS POTHOLES PROBLEMS.

Hon. M. Koma (Koro-Koro): To ask the Minister of Public Works, if he is aware that main roads across the country are rife with potholes; and if so, can the Minister explain the following:

(i) how soon a concerted effort by the Government to fill in the potholes will be undertaken;

(ii) whether road users who have sustained injuries or sustained damages to their vehicles and tyres due to the potholes have anywhere to seek recourse; and

(iii) whether provision may not be made for the Ministry to have standby personnel who deal with the potholes when and as they happen.

1396. PROVISION OF ELECTRICITY.

Hon. M. Monyolo (PR): To ask the Minister of Energy and Metrology, if he is aware of need to provide electricity to the following villages at Ha-’Makhoroana:

(i) Kubutu, Ha-Arone (x) Makhobalo

(ii) Ha-Ntšoso (xi) Matlapeng

(iii) Ha-Fililoane (xii) Ha-Potjo

(iv) Matebeleng, Ha-Qhobosheane (xiii) Ha-Rachakane

(v) Ha-Moshakha (xiv) Koeneng and

(vi) Ha-Mpesha (xv) all the high schools

(vii) Ha-Mokhobokoane at Salemone; -9-

(iv) Futhong

(ix) Tsokung

and if so, how soon the Minister will intervene.

1397. NEED FOR STREET LIGHTS: MAPOTENG.

Hon. M. Monyolo (PR): To ask the Minister of Energy and Meteorology, if he is aware of the need for street lights in the villages of Popopo, Maloela, Mokoalong and ’Makhoroana as Mapoteng has grown into a densely populated urban area which boasts a police station, a hospital, seven primary schools and seven high schools; and if the Minister is aware, how soon he will intervene.

1398. NEED FOR APOLLO LIGHTS: ’MAKHOROANA.

Hon. M. Monyolo (PR): To ask the Minister of Local Government and Chieftainship, if he is aware of the need for high-mast flood lights at ’Makhoroana in the villages of Ha-Ramaema, Khohlong ea Rampela, Nkoeng; Mohlanapeng Ha-Tampa, Khohlong e Kubetu, Ha-Arone and ’Malithuso, Khohlong ea Mpeshe; and if so, how soon the Minister will intervene as these places have become a nub of armed robberies.
