    *1. IDLING EARTH-MOVING MACHINERY AT KANANA
    LOCAL COUNCIL.
    Hon. M. Maqelepo (PR): To ask the Minister of Local Government and
    Chieftainship, if he is aware that the yellow plant earth-moving equipment
    under the Ministry’s offices in Berea has lain idle and unutilised at Kanana
    Local Council for a long time; and if so, how soon the equipment will be
    put to use.
    *7. PROVISION OF POTABLE WATER: NKAU HEALTH CENTER
    Hon. K. Mabeleng (Hloahloeng): To ask the Minister of Natural
    Resources, if he is aware that Nkau Health Center has been without water
    for many years since the system of solar panels, generator and pipes which
    were used to pump water from the swamp at Kolomane were vandalised;
    and also that the water system also benefited the Nkau community; and if
    so, how soon the Minister will intervene.
    *19.PROVISION OF POTABLE WATER: MAJOE – A – LITŠOENE.
    Hon. E. M. Ramakatsa (Majoe – a – Litšoene): To ask the Minister of
    Natural Resources, if he is aware that the greater part of Majoe – ALitšoene is completely without water and most of the taps in many
    households have gone dry; and if so, how soon water will be provided to
    the area as the daily burden of having to beg for water from the Libohole
    community has taken its toll; and in his answer, may the Minister not repeat
    the usual response relating to the greater Maseru Water Project as water is
    needed right away in the area.

    *20.TERMINAL BENEFITS OF FORMER LCS COMMISSIONERS.
    Hon. L. Mochaba (PR): To ask the Deputy Prime Minister and Minister of
    Justice, Law and Parliamentary Affairs, if she is aware that two former
    Commissioners of the Lesotho Correctional Service (LCS) who were
    appointed by previous Prime Ministers, namely; ’Matefo Makhalemele
    and Thabang Mothepu, have to-date not received their terminal benefits;
    and if so, can the Minister say what is preventing the two former
    Commissioners from getting their terminal benefits.
    *23.PROVISION OF ESSENTIAL SERVICES TO AREAS CLOSE
    TO TOWNS.
    Hon. M. Holomo (Thaba-Tseka): To ask the Minister of Natural
    Resources, if he is aware of the unfairness practiced in the provision of
    services, whereby some villages which are in close proximity to towns are
    disregarded when the town areas are being modernised; an example being
    the villages of Motšoloane, Moqekela, Khomo-ea-leburu and parts of
    Mohlakeng which were not given electricity despite electricity lines
    passing close to them; and if so, how soon the Minister will intervene and
    ensure that these places are provided with essential services including
    water and electricity.
    *26.NEED FOR POTABLE WATER.
    Hon. K. Mabeleng (Hloahloeng): To ask the Minister of Natural
    Resources, if he is aware that the following villages under Ha- Bati
    electoral division are without clean water and latrines, and the residents
    fetch water from an uncovered and unprotected well where dogs and other
    animals also drink:
    (i) Ha-Ntsuku
    (ii) Phocha
    (iii) Raseboto
    (iv) Ha-Korone
    (v) Ha-Mohlehli
    (vi) Ha-Bati and
    (vii) Ha-Morenamang.
    *28. MAINTENANCE OF WATER SUPPLY PIPES.

    Hon. T. Nkoefoshe (Tsoelike): To ask the Minister of Natural Resources,
    to say when maintenance of water pipes to the villages below will be
    carried out for the continued supply of clean piped water:
    (i) Ha-Thaha
    (ii) Mosaqane
    (iii) Ha-Mosuoe
    (iv) Ha-Matlali
    (v) Paneng
    (vi) Ha-Makoae
    (vii) Masuoaneng
    (viii) Ha-Chabana
    (ix) Thamathu
    (x) Mosiuoa and
    (xi) Soloja
    *29.RURAL ELECTRIFICATION.
    Hon. T. Nkoefoshe (Tsoelike): To ask the Minister of Natural Resources,
    to say how soon electricity will be provided to the following communities:
    (i) Paneng
    (ii) Rankakala
    (iii) Hilltop
    (iv) Liqalabeng
    (v) Ha Makoae
    (vi) Mapakising
    (vii) Ramahlaela
    (viii) Ramatšeliso
    (ix) Ha-Monyane and
    (x) Sekokoaneng.
  3. VILLAGES WITHOUT ELECTRICITY.
    Hon. M. Phiri (PR): To ask the Minister of Natural Resources, if he is
    aware that the village of Sebala-bala in Khafung Constituency still has no
    electricity despite lying in the middle of two (2) villages which have been

    provided with electricity; and if so, how soon electricity will be provided
    to the village.
  4. NEED FOR SCHOOLS: LITHOTENG CONSTITUENCY.
    Hon. K. Mosotho (PR): To ask the Minister of Education and Training, to
    say how soon primary and secondary schools will be built in Lithoteng
    Constituency.
  5. OUTSTANDING PAYMENT OF CLUSTERS’ ALLOWANCES.
    Hon. K. Mosotho (PR): To ask the Minister of Gender, Youth, Sports, Arts,
    Culture and Social Development, to say how soon payment of allowances
    to the following clusters in relation to the December, 2021 Region 5 Youth
    Games, will be effected:
    (i) Games Villages Cluster
    (ii) Transport and
    (iii) Medical.
  6. WATER PUMPS FOR HA-POULO AND HA -’MATAU.
    Hon. T. Mokhosi (PR): To ask the Minister of Natural Resources, if he is
    aware of the plight of the community of Ha-Poulo, Tsikoane where initially
    ten (10) water pumps had been installed but only three (3) remain
    functional; and also the village of Ha-’Matau, St. Monicas in Tsikoane
    where there are no pumps and pipes to channel water to the village; and if
    so, how soon the Minister will intervene.
  7. NEED FOR ELECTRICITY.
    Hon. T. Mokhosi (PR): To ask the Minister of Natural Resources, if he is
    aware of the plight of the community of Ha-Lesitsi, Tsikoane who are
    faced with numerous challenges due to the absence of electricity in their
    village; and if so, how soon the Minister will intervene.
  8. CONSISTENT SUPPLY OF POTABLE WATER.
    Hon. M. Busa (Qacha’s Nek): To ask the Minister of Natural Resources,
    to say how soon a consistent supply of potable water will be provided to

    the people of the following villages who currently have to draw unsanitary
    water from distant locations:
    (i) Taung
    (ii) Ha – Malefane
    (iii) Ha – Tekane
    (iv) Ha – Raene and
    (v) Ha – Movumiso.
  9. NEED FOR A FOOTBRIDGE.
    Hon. L. Hlapisi (’Maliepetsane): To ask the Minister of Public Works and
    Transport, if he is aware of the need for a footbridge across the
    ’Mamaebana River which is mostly needed by the community of Ha –
    Ramochele; and if so, how soon the Minister will intervene.
  10. APPOINTMENT OF PRINCIPALS AND TEACHERS.
    Hon. M. Phiri (PR): To ask the Minister of Education and Training, if he
    is aware that currently the process of appointing Principals and Teachers
    has been put on hold; and if so, how soon the process will resume for the
    benefit of the Mosotho child and for an improved quality of education.
  11. UPGRADING OF ROAD TO TARMAC.
    Hon. M. Phiri (PR): To ask the Minister of Public Works and Transport, if
    he is aware that the road from Lebenkeleng, Ha – ’Mamathe to Mahlatsa
    had been identified for upgrading to tarmac; and a contractor had already
    been appointed for the task, but to-date no construction work has begun;
    and if so, how soon the road will be upgraded.
  12. NEED FOR A PRIMARY SCHOOL.
    Hon. M. Busa (Qacha’s Nek): To ask the Minister of Education and
    Training, if he is aware of the need for a school which shall benefit school
    children of the following villages who currently have to travel long
    distances to access the nearest schools:
    (i) Ha – Shakhane

    (ii) Moeling
    (iii) Ha – Thaka-makula
    (iv) Matebeleng
    (v) Ha – Masupha and
    (vi) Mabeleteng;
    and if so, how soon a school will be built.
  13. VANDALISM ON GUARDRAILS.
    Hon. M. Hlalele (Thaba – Phechela): To ask the Minister of Public Works
    and Transport, if he is aware of the bad practice of people stealing bolts
    and nuts holding the guardrails together on the main road from Ha Majone
    to Tšakholo thereby rendering the guardrails useless; and if so, how soon
    the Minister will intervene.
  14. INFORMATION REGARDING THE PRIME MINISTER’S
    OFFICIAL VEHICLES.
    Hon. M. E. Mokhothu (Qhoali): To ask the Minister in the Prime
    Minister’s Office, to shed some light on the following:
    (i) The legal instrument which allows the Prime Minister to use, for
    official business, the vehicles he currently uses, namely, the
    black Mercedes Maybach GLS 600, the black Bentley sedan and
    the black Mercedes Maybach 5-class, as opposed to the vehicles
    prescribed in the Regulations which provide for the PM’s
    allowances and privileges, namely a black Mercedes Benz S500
    and a Lexus RX450 SE utility for both official and private
    engagements,
    (ii) Whether the costs for fuelling and maintenance of the vehicles
    are borne by the Government; and
    (iii) Whether all three vehicles have similar and regulatory security
    features, and if not, whether this does not compromise the
    security of the Prime Minister, and as a result, the stability of the
    country.

  15. CLOSURE OF HA – PHALO AND LUMA-LUMA/ HA – MATŠA
    HEALTH POSTS.
    Hon. K. Mabeleng (Hloahloeng): To ask the Minister of Health, if he is
    aware of the closure, without explanation, of two (2) health posts, Ha –
    Phalo, which has been closed since April, 2022, and Luma-Luma/ Ha –
    Matša, both of which were donated by UNICEF in addition to Poriking
    health post; and if so, how soon a directive to the relevant authorities to
    reopen these two (2) health posts will be given as only Poriking health post
    remains operational.
  16. VILLAGES WITHOUT ELECTRICITY.
    Hon. T. Maretlane (Thaba-Phatšoa): To ask the Minister of Natural
    Resources, to say how soon the following villages, which are surrounded
    on all sides by electrified villages, will be provided with electricity to
    improve the lives of the residents:
    (i) Ha – Libe
    (ii) Ha – Ntholi
    (iii) Lenyakoane
    (iv) Ha – Morolong
    (v) Tšaba – lira and
    (vi) Ha – Sekoto
  17. INFORMATION REGARDING INITIATION SCHOOLS.
    Hon. M. Maliehe (PR): To ask the Minister of Gender, Youth, Sports,
    Arts, Culture and Social Development, to say how soon a concerted effort
    will be made by the Ministry to engage Chiefs, Traditional doctors and
    Initiation Schools Coordinators in discussions and conferences aimed at
    reevaluating the institution of initiation schools (Lebollo) regarding the
    continued recruitment of school going age youth, in order to preserve
    initiation schools as an institution and to ensure that youth get proper
    modern schools education; and in particular to discuss the following
    issues:
    (i) Laws regulating initiation schools with regard to age eligibility,
    (ii) Acceptance and enrolment of school age children, and

    (iii) Modeling acceptance of school age children after the “ethics
    instruction programme” carried out by the Lesotho Defence
    Force (LDF), which takes place at the time when schools are not
    in session.
  18. VILLAGE WITHOUT WATER.
    Hon. M. Maeea (PR): To ask the Minister of Natural Resources, if he is
    aware that in the village of Ha – Makhaketsa in Kolonyama Constituency,
    the water pumps and public taps have been dysfunctional since March,
    2021 and the community has been struggling to get water ever since; and
    if so, how soon the provision of water to the village will be resumed.
  19. PROBLEMS CAUSED BY THE COLLAPSE OF TSOAING BRIDGE.
    Hon. L. Hlapisi (’Maliepetsane): To ask the Minister of Public Works and
    Transport, if he is aware that the collapse of the Tsoaing River bridge has
    caused great inconvenience to the people residing in four (4)
    Constituencies, namely, ’Maliepetsane, Matelile, Mpharane and
    Makhaleng, as public transport operators have had to raise their fares due
    to the long roundabout roads they currently have to use; and if so, how
    soon the Minister will intervene.
  20. REHABILITATION OF ROADS.
    Hon. M. ’Muso (Phamong): To ask the Minister of Public Works and
    Transport, to say how soon the following roads in Phamong Constituency
    will be rehabilitated:
    (i) Shalane to Ha- Lesibo
    (ii) Shalane to Sealuma
    (iii) Ha – Tlhabeli to Ha – Sebili
    (iv) Maleshoane to Ha – Thetsinyana
    (v) Ha – Kotsoana to Rantoetsi.
  21. PAYMENTS DUE TO OWNERS OF HIRED HORSES.

    Hon. M. ’Muso (Phamong): To ask the Minister of Health, if he is aware
    that there are some saddle horses belonging to Basotho individuals which
    were hired for use by the Nohana Clinic in Phamong Constituency in
    March, 2022; and yet to-date owners of the horses have not been paid; and
    if so, how soon the Minister will intervene.
  22. CONSTRUCTION OF FOOTBRIDGES OVER RIBANENG RIVER.
    Hon. L. Hlapisi (’Maliepetsane): To ask the Minister of Public Works and
    Transport, if he is aware that the absence of footbridges over the Ribaneng
    River and Moketo Stream make it difficult for school children from the
    villages of Photha, Khorong and Ha Sekhaila to access their schools in
    times of heavy rain; and if so, how soon footbridges will be built.
  23. INFORMATION REGARDING EMPLOYMENT OF PRINCIPALS.
    Hon. M. Senauoane (PR): To ask the Minister of Education and Training,
    to shed some light on the following:
    (i) the time when Principals will be employed for schools across the
    country following the interviews they were invited to where
    results have to-date not been announced; and
    (ii) the number of acting Principals who have been paid or are being
    paid to-date, the number of those who are yet to be paid, and the
    time when they will all be paid.
  24. REPAIR OF ROADS AND FOOTBRIDGES.
    Hon. S. Mosebetsane (Mashai): To ask the Minister of Public Works and
    Transport; if he is aware that the roads at the following places have become
    unusable:
    (i) below St. Theresa Mission (Mashai)
    (ii) Khohloaneng ea Lija Batho (Mashai)
    (iii) Haraletsoai
    (iv) Thaba – Ntšo
    (v) Nkokomohi and

    (vi) at the cropfields of Tiping village where farmers have been
    prevented from transporting their wool and mohair since
    September when they started shearing their livestock;
    and if so, how soon the Minister will intervene as the absence of proper
    roads prevents people from carrying out their journeys; and can the
    Minister also facilitate the unblocking of water tunnels on the Linakeng
    Bridge which have been blocked by debris.
  25. UNPAID VILLAGE HEALTH WORKERS.
    Hon. ’Muso (Phamong): To ask the Minister of Health, if he is aware that
    Village Health Workers and people engaged to escort and aid the sickly
    (bafelehetsi) in Phamong Constituency have not been paid their
    allowances; and if so, how soon the Minister will intervene.
  26. NUISANCE CAUSED BY TŠOSANE DUMPING SITE.
    Hon. T. Nkoefoshe (Tsoelike): To ask the Minister of Local Government,
    Chieftainship, Home Affairs and Police, to say how soon the Tšosane
    dumping site/landfill will be closed down and/or rehabilitated.

  29. RECLAMATION OF LESOTHO TERRITORY.
    Resumption of adjourned debate (Wednesday, 29th
    March, 2023)
    That this Honourable House, resolves, pursuant to Section
    1(2) of the Constitution, to declare the whole of the Free
    State, parts of the Northern Cape, parts of the Eastern
    Cape, parts of Mpumalanga and parts of Kwazulu Natal as
    comprising the territory of the Kingdom of Lesotho in line
    with the United Nations Resolution 1817(XV11) passed
    by the General Assembly at its 1196th Plenary Meeting of
    18th December, 1962.

    In Motion No.8, lines 1-2, delete the words “pursuant to

    (RSA) in negotiating the return of Lesotho Territory which
    comprises” and in lines 4-5, delete the words “as comprising
    the territory of the Kingdom of Lesotho”
