  1. INTRODUCTION
    On Wednesday 29th June, 2022, the Hon. Minister of Finance presented the Millennium Challenge Account – Lesotho Authority II Bill, 2022, in the House and the Bill was subsequently referred to the Portfolio Committee on the Economic and Development Cluster (Annex 1) for consideration in terms of Standing Order No. 51 (5).
  2. Committee’s Resolution on the Bill
    The Honourable House will acknowledge and perhaps, bear with the Committee that given the circumstances under which the House and its Committees have been operating over the past few days, it has not been easy for the Committee to conduct business as usual due to the enormous amount of work that has to be disposed of before the dissolution of the 10th Parliament. In terms of the Standing Orders, the Committee ought to have called the Ministry to provide brief on the Bill and consider the Bill clause by clause, but due to time constraint, the Committee is of the view that given the urgency of this Bill and the remaining time before Parliament gets dissolved, it might not be possible to have the Bill passed by the House if the Committee is to follow the normal procedure. Therefore, the Committee wishes to submit the Bill as is without amendments to enable the House to proceed with necessary steps in the interest of time.
