Order! Honourable Members, it is with deep sorrow that I announce the sad passing of the former Member of this Honourable House for Qalo Constituency ’M’e Makhaketla Leipa, May we all rise and observe a minute of silence in honor of the Leader of the people and the daughter of Lesotho.
The House rose to observe a moment of silence in honour of the late ’Makhaketla Leipa
May her soul rest in peace.
Honourable Leipa passed on, on Friday 23rd October, 2015 and she will be laid to rest this coming Saturday on the 7th November 2015. Honourable Members will be afforded an opportunity tomorrow to make short obituary speeches.
Honourable Members, this year Amnesty Day will be commemorated on Sunday the 8th November, 2015 in Maseru at Makoanyane Square starting from 10 o’clock in the morning. His Majesty King Letsie III and the Rt. Hon. Prime Minister will led the dignitaries including Heads of Diplomatic Missions in laying rites in memory of Basotho Soldiers who lost their lives in the World Wars.

RULING NO.1
Ruling by the Rt. Hon. Speaker on the Letter from Hon. S.T. Rapapa, Member for Mosalemane Constituency, No.19
Ke kopa re tle re mameleng ka hloko, Bahlomphehi ba ka. Hon. Members, as I mentioned yesterday, on Wednesday, 4th November, 2015, around 10 o’clock in the morning, I received a letter from Hon. S.T. Rapapa. The preambular paragraph of that letter had clearly signified that it has been signed by the Members of Opposition as it had stated, “we the undersigned Members of the Opposition” but to my surprise, at the end of the end I found the only one signature of Hon. T.S. Rapapa. Around 12 o’clock noon, I received a list signed by 37 Members of the Opposition and I was informed that it was an annexure to the letter that I had received earlier.
Since the letter was signed by Hon. Rapapa alone followed by the attached list of names of 37 members of the Opposition, the first thing that I did at the beginning of yesterday’s sitting was to request a meeting with the leadership of the opposition in my chambers after adjournment of the House to clarify some issues relating to the letter.
Following the adjournment of the House at 2.46pm, another list of 11 more names of Members of the Opposition was sent to my office, at 3.15p.m, which increased the signatories to the total of 48 Members of the Opposition.
Hon. Members, I wish to inform the House that indeed later in the afternoon, I met the leadership of the Opposition and they clarified issues which I raised with them.
Subsequently, I studied the contents of the letter and my findings are as follows:
- The first paragraph, first line, of the letters, cites Standing Order No.29, which deals with Motions for Adjournment – Definite Matter of Urgent Public
Importance. However, the very same paragraph and sentence in the second line, is notifying the office of the Speaker of the serious concerns that “the undersigned Members of the Opposition” have that “may” affect their attendance in the National Assembly. - Hon. Members, from these first three lines, which in my view form the basis of the message being conveyed to my office, as the rest of the contents of the letter are a list of “serious concerns”. I was therefore unable to establish whether the Member is asking for a leave to move the adjournment of the business before the House for the purpose of discussing a definite matter of urgent public importance as he had cited Standing Order No.29 or whether the Member was just notifying me of their serious conscience which might affect their attendance at the National Assembly.
- It is pertinent though to note that reasons are advanced for not attending the sittings of the House or meetings of Committees should have been raised under Standing Order No.4.
- Putting the letter aside, during yesterday’s proceedings, Hon. Member for Mosalemane, rose on a point of order, and amongst the points that he raised, he said:
“’M’e Motsamaisi oa Lipuisano, re kopa hore taba ena ka ha
ke taba e potlakileng”
In another point he said:
“Kea leboha, Mohlomphehi Motsamamaisi oa Lipuisano,
ka ho mpha monyetla oa hore ke bee taba ea ka. Mohlomphehi,

- Hon. Members, I understood from these points that the Hon. Member is actually contemplating to move the adjournment of the business before the House for the purpose of discussing a definite matter of public importance in terms of Standing Order No.29, but his letter only makes reference to Standing Order No.29 and talks about other things other than the issues related to that Standing Order. In short, there is nowhere in the letter where the Member has claimed to move the adjournment of the business before the House.
- I am therefore unable to apply my mind to a situation that has not arisen or claimed.

HON. T. P. TŠOLO (Mafeteng): Asked the Minister of Trade and Industry,
if he is aware that the PNT Garment Factory in Mafeteng
has been closed and this has adversely affected Mafeteng
district economy; if so, can the Minister shed some light
on the following:
the Ministry’s plan to resuscitate the factory, and
whether the plus/minus 3,000 people who lost their jobs will be reemployed.
HON. L. THOTANYANA (Minister of Mining): Madam Speaker, PNT Textiles based in Mafeteng closed its operations on the 16th April, 2015. It should be noted that PNT Textiles is a sister company to Lesotho Precious Garments PTY Ltd, which is based at the Maseru Industrial Estate, and was established in 1998.
The company started its operations in Mafeteng in October, 2001. Towards the end of February, 2010, PNT closed its operations and at the time, 2,400 permanent employees lost their jobs. This was due to high cost of doing business in that area. This includes high cost of transportation of its goods, largely due to the fact that the Van Rooyen Border Post is not a commercial boarder, and cannot accommodate passage of commercial vehicles such as trucks and containers.
In 2012, Government of Lesotho signed a Memorandum of Understanding (MOU) with a set company to form a new joint company to reopen and run the plant. Government was to hold 49% while PNT Textiles was to hold 51%. The shareholding held by Government of Lesotho through its agency, the LNDC was agreed to escalate over the period of three years to 100% by the third year. Unfortunately PNT Textiles was unable to generate enough business. This ultimately led to its closure on the 16th April 2015.
As a result the remaining 400 jobs were lost. However the sister company, Lesotho Precious Garments, PTY LTD has promised to absorb all workers. Government is going all out to attract investors to that area and there are positive signs that the factory will be resuscitated soon in its existing form or in a different one.
The recruitment of workers will remain the responsibility of the investor and business owner. I am certain that workers with previous experience will stand a better chance of getting hired first. Thank you Madam Speaker.
